Ohio enacted deregulation in 1999, but it did not start until January 1, 2001. The market took off slowly as a 5-year incumbent rate freeze was in place. Third-party vendors were not able to provide competitive pricing as the market costs continued to rise. Slow rate increase plans, also known as rate stabilization plans, were put in place in 2008 when the 5-year period ended. 2009 marked a period of market-based rate plans, which were implemented by incumbent utilities. This has allowed the market to become more competitive as retailers are able to provide savings depending on the utility territory.
